is no "purely governmental solution for every problem" and individuals must be
encouraged "to do more for themselves and to decide more for themselves." It is for
this reason that organisations such as the Burn Foundation can and have a significant impact on society.
In South Africa thousands of children are severely burned and it is not only the physical scars that they have to endure, but the social stigma that is attached to being physically disfigured.
